CHARLOTTETOWN, P.E.I. — A 44-year-old Charlottetown man has been charged after refusing to provide a breath.

At about 11:30 p.m. on Friday, July 31, Charlottetown police responded to a complaint of a possible impaired driver on Grafton Street.
