Jean Eldershaw is the former chairwoman, who stayed on for an extra few months until Dave MacAdam took over that role in March 2015.
Eldershaw said she completed two terms before announcing she didn’t plan to seek a third.
“Nobody wanted to be chairperson when I said I wasn’t re-offering,” she said.
Eldershaw added, if she hadn’t stuck around there was an option — someone would have been appointed.
“That, I didn’t want,” she said.
The population of Morell is around 300 people, well below the proposed threshold of 4,000 for new municipalities.
As the provincial government looks at changes to the municipal structures in P.E.I., Eldershaw said it has always been an issue with small municipalities that they provide services people in outside areas use.
There was talk in the Morell area several years ago of getting residents of areas nearby to contribute to the costs of some services, she said.
“It did not go over well at all.”
Eldershaw said it’s a big question when it comes to how communities can be merged when they have their own strong identities.
“It’s a huge issue,” she said.
